In this exercise, what exactly is the reason to prefer "libros buenos" rather than "buenos libros"?

Why does should have done [something] use the present conditional rather than the perfect conditional?

I'm not familiar with this construction "Has (Hacer) de."
I have looked it up (WordReference) but can't reconcile the meanings that they provide, with the phrase in this exercise.
Can you help with it please?
