can por la ciudad be replaced by en los alrededores de la ciudad?

I wonder why we used the preterito perfecto de sujuntivo in this sentence, instead of the presente de sujuntivo. Aside from the given hint to use the said verb, can you explain why? Thank you.
I would have said “en el sol”, not “al sol”
Mis amigos van a pagar una cena en un restaurante tailandés.
One of the English sentences to translate were 'the Spanish colonization' but the answer was 'Pasando por la colonizacion espanola'. I think part of the English sentence is missing?
In the case of the broken radio, using 'es' suggests the radio is irreparable, whereas 'está' suggests it can be repaired

Since The main differences between ser and estar include that ser is used for permanent qualities, like your name, your place of origin, and your physical appearance, while estar is used to talk about temporary situations, such as how you’re feeling right now or your location.
So why is SER used in this sentence: Tú eras muy bueno. - the person that you are talking to is not always good so it is not a permant state.
Ditto in the following sentence. You are not always rich so why use SER in the following: Vosotros erais ricos.
