In this sentence from this dictation:
"Cada 31 de octubre, al dar las 12 de la noche...", this "al dar las 12 de la noche" means "when the clock stroke midnight".
It's a structure that we use with al + infinitive as in "when something happens, happened...". We have a lesson on this. Have a look.
