En los ochenta, yo ________ vestir como Madonna.  In the eighties I wanted to dress like Madonna.  (HINT: Conjugate "querer" in El Pretérito Imperfecto.)  The  phrase "en los ochenta" looks strange to me, but apparently it is correct!  If I had been guessing, I would have guessed "las ochentas".

Decades in Spanish (from Spain) are always said and written in singular (In Latin America it is also common to hear/write the plural: en los ochentas) and always with the article in masculine because it is referring to "the years":
 "En los [años] setenta/ochenta/noventa"
