This appears to be a question but there are no question marks. Is there a reason for this; I am wondering if it is because it is rhetorical?

Yes, exactly, it's a rhetorical question. The rules for punctuation here in Spanish is that Interrogation marks are optional. You will see this type of sentence with no punctuation very often. Here is what the R.A.E says about this. Go straight to point "b".
