What would be the equivalent for spanish europe? i am a bit confused here.
and all 3 of them seems to be able to be used for time of the day, so does it mean we can choose any of it to use ?
Yes, in Latin America all these three prepositions are used to express a part of the day. So, in some countries there is a tendency to use one or another, but you can hear them all in Latin America. However in Spain (except for a very limited area in the North mainly) the general use is "por": por la mañana, por la tarde, por la nothe.
