Why is ser used in the exercise "El hombre fue acusado....." Why not use "El hombre acusó...." Is there a rule or custom about verbs with certain nouns.?

This is because in this case the verb ser in the preterite is used to form the passive "ser + participle": was accused. But you're right, this is confusing for A2 so I will change the question avoiding the passive.
