" Él es el banco central de España." In the test, there is an accent above the word El. It is not needed in this case. I think it was a mistake.

Capital letters also follow the general rules for accentuation in Spanish, so what you're seeing on the writing exercise is correct. Is this what you're referring to?
This specific accent is to differentiate the pronoun "he" = él and the definite article "the" = el (no accent here)
