I would also like to ask whether one could say vigilando a todo lo que pasa/vigilando a todo quien pasa?

Vigilando todo lo que pasa (referring to things, no preposition a here)
Vigilando a todo el que pasa (referring to people)
Vigilando a todo aquel que pasa. (also referring to people)
We wouldn't use it with "todo quien".
