la chica que le gusta - is ambivalent. It can mean both "the girl he likes" and "the girl who likes him"?

It's two different meanings:

1. la chica que le gusta  or   la chica que le gusta a él  = the girl he likes 

2. la chica a quien le gusta   or   la chica a quien le gusta él   = the girl who likes him 

So, in 1. he is doing the liking; in 2. she is doing the liking

Can it mean both though?  Wouldn't you need to say "la chica A QUIEN le gusta" ?
