"con todas las velas?" Right now it says "todas la velas"

I checked the audio and it does say "con todas las velas", there is no omission of "con".
Maybe when you had a listen you didn't quite get it as it is in the beginning of the sentence...?
If you re-listen you'll see how it's there.
