HII understand why Mientras que is correct but why is the Puesto que option incorrect?

Carmen montaría su propio negocio ________. Carmen would set up her own business provided the bank gave her the loan.mientras que el banco le diera el préstamomientras el banco le dio el préstamopuesto que el banco le dio el préstamo

The conjunction "puesto que" has a different meaning to "provided / if /as long as..." which is what you find in the English translation in this test-question:

"... provided the bank gave her the loan"

Puesto que means "because..."
