Why is not puede in Subjuntivo, since it follows por lo tanto?

Por lo tanto, as explained in the lesson, is followed by the indicative unless there is something in the sentence indicating doubt (probablemente.., puede que...)
For example:
Esta tarde tengo mucho trabajo, por lo tanto no puedo salir contigo. (indicative)
Esta tarde tengo mucho trabajo, por lo tanto puede que no pueda salir contigo. (doubt: puede que... ->no pueda [subjuntivo])
