Can I say menos tiempo instead of menos? Can I also say se tarda mucho menos tiempo (it takes much less time)?

Yes you can!
You can say for example:
El avión tarda menos que el tren.
(The plane takes less time than the train.)
El avión tarda menos tiempo que el tren.
(The plane takes less time than the train.)
The same goes to "más" and "más tiempo", by the way.
