The tenses both in the indicative and the subjunctive vary here. It is not limited to any particular tense or group of tenses. These are relative clauses introduced by "que". Using the indicative or the subjunctive after que will depend on whether the information is known to us or not. See this lesson about relative clauses.

Here are other examples where you can see how flexible the use of tenses can be:

Le dimos un premio a todo aquel que llegó a la meta en menos de 30 minutos.

(We gave an award to everybody who got to the final line in less than 30 minutes.)

En esta prueba, todos los que llegan a la meta en menos de 30 minutos reciben un premio.

(In this challenge, everybody who gets to the final line in less than 30 minutes gets an award.)

A todos aquellos que lleguen a la meta en menos de 30 minutos les daremos un premio.

(We will give an award to everybody who gets to the final line in less than 30 minutes.)

A todos aquellos que hubieran llegado a la meta en menos de 30 minutos les daríamos un premio.

(We would give an award to all those who had got to the final line in less than 30 minutes.)

You can see here, that it is flexible in terms of tenses.
