Is this common usage?

I shared this example with my Spanish teacher, as I have never heard the conditional used in this way. She said that this form is not commonly used in Mexico. Is it more specific to Spain and/or other countries?

This is very common in Peninsular Spanish and I would say that I have also heard this usage in some Latin American countries - but maybe it's not that common in Mexico.

I have friends in Latin America that do use the conditional form.
