Hay or esta?

If está is followed by an adjective & hay by a noun, why is it 'hay niebla' rather than 'está niebla'?

Niebla is a noun.

When we say that hay is followed by a noun and está is followed by an adjective, we mean a noun and an adjective in Spanish (not necessarily in English). So,  "hay niebla" (niebla fog = noun in Spanish)
