Hola Dorit,

"hubo + participle" is the "Pretérito Anterior" tense in Spanish which is very rarely used nowadays. This tense expresses a past fact that happened immediately before another past fact. This tense has gradually been replaced by the Pluperfect or the Preterite. In the sentence you are mentioning it is actually used in the passive form "hubo sido + participle" which would be even more rarely seen. You may find it occassionaly in literature, but not in spoken Spanish.
