The bank WOULD lend, therefore should this not be conditional eg El banco te PRESTARÍA más dinero?

This use of the present in the Spanish part is similar implies a future/conditional -we could also use the future in both the Spanish and the English:
El banco te prestará más dinero con tal de que pagues un 5 por ciento de interés.
The bank will lend you more money provided you pay a 5 per cent interest.
If we had used the conditional in Spanish, then we need to change the second part using the Imperfect subjunctive (not the present subjunctive):
El banco te prestaría más dinero con tal de que pagaras/pagases un 5 por ciento de interés.
The bank would lend you more money providedyou paid a 5 per cent interest.
