Hola Suzanne,
I would say that endurecer and fortalecer are synonym in this context, so I will add "fortalecer" as another possible correct answer.
In reference to gestión and mantenimiento, the first is more to do with bureaucracy and the second more to do with the conservation of a place.

I would say that "endurecer" is to make more firm/strict, whereas "fortalecer" make more strong, so there is a bit of difference between those two, and first one is more appropriate when we talking about making the law more strict, second one is to make stronger or strengthen something or someone, not necessarily making it more strict, just stronger.
