I think the hint is there saying "use the verb in singular for "clergy" to make you aware that the verb needs to be conjugated as the 3rd person singular (fue, era), not 3rd plural (fueron, eran). As a collective noun, in Spanish we use it in singular as opposed to the English "the clergy were..."
