Es esencial que haya un acuerdo entre ellos

1)It is essential that THERE IS an agreement between them. Using "there is" rather than "come". What do you think? Come implies in the future.

2)Why is "los pájaros irán HAYA donde comida" Why HAYA in the subjuntive

That will imply saying "It is essential that there be an agreement between them." and it'd be equally confusing, I think. 

The lesson that will help you understand that sentence "Los pájaros irán donde HAYA comida" is this one that Marsha mentioned. The use of subjunctive here is justified by an unknown situation/thing, i.e. wherever there might be food (we don't know exactly where)
