te parece = advice or doubts

¿Te parece bien que yo mande los e-mails?


This triggers subjunctive. may i ask if this is because this sentence is asking for advice?

Because i remember that only negative construction of opinions will trigger subjunctive, for example i dont think that = no creo que.. 

or is this understanding of mine wrong too?

I would take this verb as a verb expressing a feeling, the same way we'd take for example gustar. These verbs trigger the subjunctive, for example:

Me gusta que me mandes e-mails.

Me parece bien que me mandes e-mails.

¿Te gusta que yo mande los e-mails?

¿Estás de acuerdo con que yo mande los e-mails?

¿Te parece bien que yo mande los e-mails? 

Or you could also take this "te parece bien..." as a synonym to "quieres que..." which needs the subjunctive:

¿Quieres que yo mande los e-mails?

¿Te parece bien que yo mande los e-mails?

As per creo and no creo que and opinion phrases, yes, you're right, creo que + indicative, no creo que + subjunctive.
