Cual es la regla? #3 con 1 plural y #4 con 3 plural.
3. Somos nosotros quienes podemos hacer la diferencia.
We're the ones who can make a difference.
4. Seamos nosotros quienes se hagan ricos con esto.
So it might as well be us who get rich on it.

In this type of sentence where the subject is implicit (nosotros) and is using a relative, in theory, the verb should be using the first person plural. However, it's not uncommon to use the 3rd person plural sometimes. The RAE has a chapter within the title "concordancia" that talks about this. With partitives for example it's common to find the 3rd person plural conjugation with nosotros. The RAE gives this example:
"Éramos los únicos que no trataban de halagarlo."
