Is there a rule governing the pronunciation of 'v' in Spanish?

the letter "v" in Spanish is pronounced as "b". It is not pronounced as the v in English.

For example:

vaca (cow) is pronounced [ba-ca]

Valencia is pronounced [ba -len -thia]

and so on.
