In this case, the use of "ser" is justified by wanting to express a "characteristic" of the weather, the same way you can say for example that the weather of a specific place is "warm" or "humid":
En el Caribe el clima/ el tiempo es templado, cálido.
En Reino Unido el clima/ el tiempo es lluvioso, inestable.
