Shouldn’t the last sentence of the second paragraph have “de” between “trasladar” and “el corte?”

Here in the sentence you are referring to from this reading exercise we are saying:
El trasladar la corte a...; it's the same as if we were saying: The fact that they transferred the court to..., in Spanish this would be "El hecho de trasladar la corte a...."
It'd be different if the phrase was: "El traslado de la corte a... " in which case this would be: The transfer/move of the court to...; Here you need the preposition "de".
