Does ¨reírse de¨ just means laughing at someone with ¨mockery¨ meaning, or it has another meaning?

Yes, generally reirse de alguien would imply that connotation of mockery. 

If you use it as "reirse de algo" it doesn't necessarily imply that; it'd be simply a "laughing about something". For example:

Al final todos nos reímos de la situación.

In the end we all laughed at the situation.
