La policía local ha capturado al asesino

‘The local police has captured the murderer.’

I’d say this should be ‘have captured’ in English,  ‘has’ sounds unnatural to me

The use of the verb in singular or plural with collective nouns like police, family, etc depends on how the collective noun is seen by the speaker and also on whether your are British or American.
