I don't understand how the text is "periphrasis" - in a roundabout way. How might it have been written other than the way it was?

Here, the word "perífrasis" doesn't actually refer to "expressing something with a larger number of words". In Spanish grammar, "perífrasis verbal" refers to a specific verbal structure. Here's some information about this.
