I don’t understand why you use an infinitive (endurecer) in the last sentence when there was a subjunctive earlier.

In those last two sentences we give the option to use an infinitive or a que + subjunctive (both stated as correct answers):

Sería bueno comenzar a limpiar los montes or
Sería bueno que se comenzara a limpiar los montes

y endurecer la ley para que los responsables sean perseguidos or
y que se endureciera la ley para que los responsables sean perseguidos

 

Both options would be OK. Mixing them is also fine, for example:

Sería bueno comenzar a limpiar los montes y [sería bueno] que se endureciera la ley para que los responsables sean perseguidos.
