This test-question comes from a lesson where we explain a specific way to express something with more intensity, and this is by following the structure: 

¡El/la/los/las + noun + que + verb!

So, in the question you have a statement with no "intensification":

Los coches que venden aquí son espectaculares.

And one of the options you find in the possible answers is this one, that follows the structure shown in the lesson. 

¡Los coches que venden aquí! Son espectaculares. 

They have the same information in both of them but the second one is the one that expresses that intensity. You can see that what we put inside the exclamation points is:

¡los + noun + que + verb!
